At COP 25 Parties adopted the five-year enhanced Lima work programme on gender and its gender action plan (GAP).
COP 27 adopted the intermediate review of the implementation of the gender action plan and amendments to the GAP contained in the annex (Decision 24/CP.27).
At COP 28 Parties agreed that the final review of the implementation of the enhanced Lima work programme and its GAP will initiateon the sixtieth session of the Subsidiary Body for Implementation, in June 2024, identifying challenges, gaps and priorities.
Parties, United Nations entities, the UNFCCC constituted bodies and relevant organizations are all invited to provide inputs that will inform the review process. They will reflect on progress, challenges, gaps and priorities in implementing the GAP and on future work to be undertaken. Submissions must be uploaded to the submission portal by 31 March 2024 (Decision 15/CP.28).
In preparation of COP 28, the secretariat is organising a virtual information session on November, 10 2023 at 14:00 CET to provide further information on what can be expected on gender at COP 28.
As part of existing global efforts to expand the understanding of the gender-environment nexus, the Offices of the President of the 28th Conference of the Parties (COP 28) and the UN Climate Change High Level Champions, UNFCCC, UN Women, IUCN, and WEDO will convene a global conference on gender and environment data. Speakers and participants will include UN Agencies, government officials and policy makers, leaders and commitment makers of the Feminist Action for Climate Justice Action Coalition and the Gender Environment Data Alliance (GEDA), private foundations, civil society organizations, indigenous leaders and local communities and academia.

Delivering a gender-responsive just transition for all

In the intermediate review of the implementation of the GAP, COP 27 noted the technical paper prepared by the ILO exploring linkages between gender-responsive climate action and just transition for promoting inclusive opportunities for all in a low-emission economy and invited the ILO to consider organizing a workshop or dialogue on this topic. The ILO, in partnership with the UNFCCC secretariat, will organize this workshop in conjunction with SBI 59.

Technical Dialogue: Financing for gender-responsive just transitions and climate action

The UNFCCC enhanced Lima work programme on gender and its gender action plan (GAP), under activity C.3, mandates an in-session dialogue on Gender Day each year focused on a thematic area relevant to the Convention and the Paris Agreement to promote coherence reflecting multidimensional factors.
At COP 28, the in-session dialogue will focus on financing gender-responsive just transitions and climate action. The unequal impact of climate change on marginalized groups and the importance of gender-responsive climate finance is widely acknowledged. The dialogue aims to disseminate insights from recent discussions on gender-responsive climate finance. It seeks to promote a coherent understanding of opportunities and gaps in the area, discussing successful cases of development and implementation of action for gender-responsive just transitions and climate action and how they mobilized available financial support. The expected outcome is a common understanding of opportunities and gaps in financing the development and implementation of gender-responsive just transitions and climate action.

Bridging the GAP from Access to Action – National Gender and Climate Change Focal Point training on climate finance and gender

This session is tailored for National Gender and Climate Change Focal Points (NGCCFP) and intended to equip them with a solid understanding of the available support for mainstreaming gender into climate policy and action within and beyond the financial mechanism of the UNFCCC.
The main climate funds will introduce their policies, approaches and mechanisms that can be leveraged for gender mainstreaming and present entry points for NGCCFPs to engage with their respective institutions, and key stakeholders at the national level to further advance gender equality in the implementation of the UNFCCC and the Paris Agreement.

Expert meeting to share experience and support capacity-building on gender budgeting, including on the integration of gender-responsive budgeting into national budgets to advance gender-responsive climate policies, plans, strategies and action, as appropriate (Decision 3/CP. 25, activity D1 and amendment as per Decision 24/CP.27), available here.
